Establishment of Competitive Areas 9901.605(a) (1) Geographical - In terms of business models, forming a competive area based on geographical location does not make sense from a value/cost analysis of a product area. Geographical location is a happenstance to where a particular business line exits. (3) Product Lines - Skilled personnel such as engineers and scientists are able to apply their expertise to more than one type of product. It makes little business sense to target product-related personnel as opposed to the products themselves. (4) Organizational Units - Organizational units are formed/changed in relation to the present and future needed capabilities and/or products. The units are manifestations of higher level management and therefore should not be viewed as permanent entities within which job competition/reduction must take place. The implicit objective of this new NSPS is to reduce the number of government employees by moving them into the private sector. But, the associated expectation will then be that less job security will be balanced by the greater relative pay that exists in private industry.
