How can anybody be so stupid as to think that this will not create an influx of nepotism? The bosses favorite will get the pay increases and promotions and those who are not in favor will do without or lose money. I have seen this situation before. For performance awards, the favorites get the money and the rest do without. There are bad supervisors in the system and want nothing more than to have this type of control. There are people who just don't like each other and for them this will create hardship. It isn't that there are problems, it is just that they don't like each other. Some people can work their butts off and if they aren't in the circle of friends, they are on their own. I have supervisors who discriminate in this way. If they like you, your job is upgraded, you receive the maximum performance awards, get the projects that will shine with the most favor, while others who work just as hard get nothing. To go to a system where the supervisor sets the pay and can fire at will is ludicris. This will take personnel management back to the stone age. It took so long for the system to work out a way to eliminate favoritism, now it is coming back. God help those of us who have dedicated their lives to govenrment work, but from time to time fall out of favor with management. The civil service system was established to give veterans jobs, now it will become a system of not who you know, but .......
