Comments:
During twenty years of public service I've seen my Agency do some pretty foul things to many of it's employees. I anticipate that this will increase exponentially after the implementation of NSPS. Only the "Yes" men and the Agency managers will benefit from this new program. The old system is not broken. It simply does not allow Agency management to jerk the employees around. Hence, the new NSPS proposal. I strongly object to the new proposal and hope it will not be implemented. Otherwise, early retirement appears to be my only option.
