I do not agree with this new proposed personnel system. It not only promotes cronyism, but also rewards poorly performing employees as long as they are the supervisor's buddy. The hard working employee who is also a high performer, but does not make time to buddy up to the supervisor is overlooked. They have no recourse but to endure it, compromise their integrity by lying to get ahead, or quit. My observation of what has happened at Homeland Security while implementing this personnel system, is that it costs more to put into effect, and does not save the government money. DOD has much more civilian employees and the costs incurred trying to implement this system will be astronomical! The current civilian personnel system is not perfect, but it works. I agree that changes do need to be made, but not a complete overhaul as this new system will do. I really enjoy working with the military, and like supporting them. But, I pray that I get a new job with a civilian federal agency, that treats its employees much better than DOD before this personnel system goes into effect.
