Comments:
I am concerned about the pay raises being taken away, since in the workforce there is huge buddy system in place. Employees that get awards and incentives are the ones in the buddy system, or the bosses pets. This does exist and doing away is COLA's and step increases could cause some that just don't play the game, but are other wise good employees to be overlooked for pay increases.
