There is not sufficient information in the disclosure to effectively make meaningful comments. Details on how the pay bands will be structured is key to formulating an understanding of how personnel will be effected. This has the hallmarks of a bad program; another tool to dismantle the civil service organization. Pay bands should start and end in mid-range of the respective grade structure; otherwise those currently in a topped out grade that borders the upper limit of a pay band face severe discrimination.
