I am very disappointed with what I have read about this new personnel system (NSPS). It seems that this new system was covertly introduced to Congress. I don't disagree that the current civil service is antiquated, but a complete overhaul is not warranted. I believe this will weaken the national security mission. Would you rebuild your car engine, when all it needs in some new plugs and an oil change? I don't think you would. I spent 20 years in the USAF and recieved the highest performance rating for all 20 years and have received great ratings for each of my 4 years in civil service, so I feel that I will do well in this system. Having said this "I adamantly disagree with what I have read about the NSPS. The current system could be tweaked to meet desired goals. I don't believe that poor peformers are paid the same as outstanding performers. Everyone in affected by the appraisal system; outstanding performers are rewarded. I believe the current system could be changed to meet all the desired goals that the new system was created for. I read that civilian employees are to have an "equal footing with their military counterparts"..Does this mean that civilians will be paid the same? Higher pay? Tax free housing? Free medical/dental? 30 days of leave, etc? This sounds like the "good ol' boy system"! I believe NSPS will hinder effective working relationships and the disred outcome of a more effective workforce. It sounds like an employee's immediate supervisor has to much control. Employees will be fearful to "piss of the boss". There will be no creativity; employees will be just focused on what "pleases the boss". In order for this system to be effective; management will have to be perfect. I don't think this is the case in most organizations. Employees will not have a voice to appeal any negative actions taken. I don't want one person having control on my pay. Civilians being deployed? You have to be kidding, right? Are they going to have to meet strict fitness and health requirements like their military counterparts? Are they going to have time during duty hours to meet these requirement? I currently work with 4 military people in my office. I have the same job responsibilities and make less than each of them. I realize they are on call 24/7, just as I was while in the USAF. I will expect the same pay/benefits if your changing the system to align me with the military. I am totally opposed to the NSPS, I don't think it will help the cause. The current system should be updated to meet today's mission.
