To Whom it may Concern; Having briefly perused the proposed changes, I would like a statement: For years, the rewards have not been connected with my performance. The better I do my job, the less money I make (In overtime or awards). I have struggled to make improvements and minimize breakdowns at Lockport Lock, and seldom received performance rewards or improved evaluations-simply because I was not liked. I told them things they did not want to hear-and they could handle the truth. I am not a good politician by nature, but am honest and strive to do the right thing. I value deeds over words. I am a professional. Please build a check and balance system into the hiring and promotion system that cannot be circumvented or corrupted. Do you value sweet talkers or do you value professionals?
