I speak as a former EEO specialist and former temporary supervisor of 40 training developers. Most employees are professional and do the job they're paid to do. However, the non-performers already demand a great deal of our attention and time. A system of rewards/punishments that does not encourage the organization to remove the incompetent from the system is not practical. As long as the firing process is so long and expensive, the dead wood will hang on and file endless complaints about mistreatment. I envision supervisors spending most of their time justifying their appraisals and answering grievances. Not great for organizational efficiency.
