NSPS is a way of giving some one like Rumfield absolute control. In no way does this have anything good for the working class of people who pays the wages of elected officials, and to include Rumfield. The good old boy system is already in the DOD and all this is going to do is make it impossible to work for the DOD if you are not a friend or family of a manager or higher up. The DOD has some very intelligent civil worker, but if this NSPS is inplimented most of them will be dismissed by the higher up or will leave for better paying jobs.You people need to get off your high horse and see what it is like out here in the real world.
