I am concerned about what I have read concerning DOD's National Security Personal System (NSPS) proposals. I have not read any sort of rationale from you as to why these changes are needed. An employee's pay or classification has never had an effect on national security, and I cannot understand why it would now according to Subpart B. My best guess would be that the end result would be pitting employee against employee by your proposal in Subpart C and D. You could have two employees working side by side, yet they both could receive different pay while doing the same work and having the same amount of seniority. If seniority is going to mean anything in the future. We have enough favoritism in the private sector, DOD doesn't need the same thing. You have stated that you need these changes all in the name of national security, yet you want to be able to hire non-citizens of the United States. I cannot understand what logic you could possibly be using in Subpart E and F. You do not seem to understand that there is a difference between civilian employees and the military. I know several civilian employees who have VOLUNTEERED to be deployed, but they were single and did not have a spouse or children to be concerned about. I am not a union member yet, I do understand the need for having one. There needs to be checks and balances but you don't seem to want them to have one. That is pretty apparent by your proposals in Subpart G, H, and I. If someone is going to be removed for unjustified reasons, they should be entitled to due process and a fair system to hear their case. Many people cannot afford a lawyer on their own especially after being removed from a job. The majority of civilian employees are good, hard working people and sometimes they do make a mistake but they still deserve justice. If this is implemented as proposed, I'm glad that I do not work for DOD. Ralph Grau Wilton, Iowa
