First of all I would like to say I'm very proud to be able to work for the government. I agree with the person from China Lake in that don't let the Union Boss run the show. They have protected the incompetent employee for years. I must say that some of that blame must fall on the incapable supervisors that have been put in place also, for what ever reason. I have worked for the government for over 25 years now and would like to work other 10-15 years. I think its high time for a change not only in the way we are paid, but also in the way we are greaded on the invaluable work we do for this great country. I think it starts at the supervision level and higher. First we need to have capable supervisors that have the guts to stand up to employees that aren't performing. I don't see that changing under this system, so I can see the concern with less union involement. I have got the heights rating for my work from day one, but here lately my ratings have been months late comming from my supervisor. I'm a GS-13 non-supervisor, so I can see under this situation there might not be any money for a BONUS within my pay band when I get my rating. Make sure this new system looks at the supervisors performance also and not just white wash their performance.
