I lived through the Air Force's changover in the early 90's from a 9 point rating system to a 5 point enlisted rating system, which was supposed to alleviate an inflated system in which everyone was automatically given 'firewall 9's. Some - like me - had the misfortune of having been under a supervisor who was trying to do the 'right thing' and gave me a 4 because technically only 1 person was, by definition, the 'best' in the unit or some such nonsense! Well, this hurt the remainder of my career tremendously, and from my experience, the end result was you needed to give and get 5's instead of 9's to get promoted to the higher ranks. The current system works; leave it be if you want to retain and entice folks for a quality workforce. '...a word to the wise...'
