The following are general comments regarding the proposal. With all due regard to the esteemed architects of this plan, it seems on the whole to be a plan for further decline in the capability and quality of the govenment workforce. This proposed plan is not the solution to the problem. A real solution to what ails the civilian workforce would entail promoting persons based on merit and working to instill integrity and professionalism at all levels of the organization. Unfortunately the proposed system would seem to make things worse. Instead of working within the parameters of the established system to make it work better, the proposed system seeks primarily to disable safeguards in the current system so that employees can now be dictated to. The proposed system would seem to favor those who maintain a slick facade and whose primary skill is the flattery of higher-ups, at the expense of technical skill, integrity and professionalism. The proposed system will not help in the hiring of the best and brightest to achieve a quality workforce, but overall will make the government a much less desirable place to work. This proposed plan doesn't seem to promote teamwork, but instead seems to envision an adversarial relationship between levels of the organization and the enshrinement and promotion of cliques, nepotism and sycophants. The implementation of the proposed plan should be suspended, and thereupon the details and advisability of the proposals thoroughly reconsidered or shelved indefinitely. This issue is much too important to rush into place such an inadvisable plan.
