Think of all the money the government would save if they took the current personnel system, enforced it, provided training to supervisors on firing, hiring and using the appraisal system to reward employees. Trained management on human resource techniques utilizing the excellent resumix system available. If the driving force behind the NSPS could come down from their high horses and read what is already in place. A little humility to allow themselves to find out that the wheel has already been implemented and is more defined that anything they can hope for.
