I DIDN'T SEE A PROTECTION AGAINST NEPATISM THAT IS NOW RUNNING RAMPANT IN THE GOVERNMENT OFFICES. I AM ALSO CONCERNED THAT EXCELLENT WORKERS WHO ARE NOT SOCIAL BUTTERFLIES WILL NOT BE GIVEN EXCELLENT PERFORMANCE APPRAISALS. THIS OPENS THE PAY AWARDS TO A SYSTEM OF AWARDING EMPLOYEES BASED ON POPULARITY RATHER THAN ON PRODUCTIVITY OR WHERE THE EMPLOYEE FALLS IN PECKING ORDER BASED ON SELF OR SPOUSE. SUPERVISORS CAN AWARD TO INGRATIATE SELF RATHER THAN WORK VALUE.
