This new system will only make the "yes" men and women that currently inhabit civil service more aggressive in their campaign to look better than quiet, hard-workers who deserve recognition. There are a lot of supervisors that thrive on people falling all over them. This system will make highly qualified "Graybeards" retire ASAP rather than deal with poor union support and arbitrary recognition. Or, is this what the system is designed to do?
