I would be concerned with the section that does not allow performance rating appeals. The appeal process should not be abolished. I have been involved with the pay band system before and because of the lack of appeals, the rated person has no recourse of substandard rating. When this happens the rated person has to accept the rating (hence the pay increase) with out recourse. This system will cause the better workers that have a valuable opinion to either retreat into a shell to keep the non conformist quiet, or they will leave the system. The loss of good thinkers will result and the question will then become "who is John Galt?". Anyone with type "A" personality will never have a chance to advance when they are working under a lesser type personality. Many other items are of concern to me, however I will limit my remarks to only one other area. The classification system will allow any worker to be reclassified to the position of what the rater and upper management desires, and not what the person will actually be accomplishing. This could change a possible machinist into a welder which would pay less just because the duties have added welding to the machinist duties and then allow the reclassification. This would save the Government many dollars, and not have the correct person working at a job they actually enjoy and are trained to do.
