As a federal civilian employee with a career in DOD, I have a serious problem with the "National Security Personnel System" as proposed in the February 14 Federal Register. Main concerns are in the area of Pay and Pay Administration. There is seriously a concern over conflict of interest with managers having the intention to hold down the ratings and pay increases of employees for funds to supervisor/managers in the pay pools. Abuse can exist within the pay pool funds. The pools could be depleted leaving nothing for the remaining rank and file employee. Pay could be frozen even if perforance is rated satisfactory or better. It is clearly unfair and will definately result in decreased morale, and lower productivity, ultimately HARMING national secuirty. NO CHANGE SHOULD BE MADE TO THE CURRENT PAY SYSTEM! until complete and detailed proposal are provided, and a full comment and review period is completed, followed by a full collective bargaining process with the unions that represent DOD employees.
