Under the Pay-for-Performance how are you going to remove the human factor from the supervisors and managers who will be rating the employees. This pay-for-performance sounds good on paper but in actuality if you are in the cliche you will be rewarded, if not than tough luck. Why were the within grade step increases and annual General Schedule Increases implemented in the first place. This NSPS is taking us back 50 yrs. In my opinion this NSPS is promoting division in the work place. Everyone for himself mentality sanctioned by mangement. If you guys can't see this we are in big trouble. How will we be more competitive and progressive when we are fighting amoung ourselves. Deployable Assets. It has been stated that the Department of Defense has no authority today nor will they under NSPS to treat employees as military personal. Yet Secretary Rumsfield has stated that NSPS will provide the Department with flexibality and can reduct our reliance on the military to perform jobs that could be performed by civilian employees and free up the military to perform its war-fighting duties. I guess the wording "treat as military personnel", is wrong. But according to what Sect Rumsfield has stated we can be ordered in the war zone to support the mission. Why can't you guys give a straight answer? I agree that change is going to come no mater what. And change is good when it benefits the "mission" as well as the needs of the people, and when it is not taking us back 50 yrs. Changes are suppose to make it better not support bigotry, and selfishness in the work place. This NSPS needs reform big time.
