I am hoping that you are taking into consideration of those employees who fall under unique circumstances. I am in a career ladder position, GS-9 target 11. As it stands, pay will increase approximately 21% from GS-9 to GS-11. If pay is limited on promotion, this will cause many employees who make less money upon promotion under NSPS than the amount of pay they would have received under General Schedule. I certainly hope that these group of employees are not left out when NSPS comes into play.
