There are two aspects of NSPS I would like to address: 1. Those currently in the system for a number of years signed with the government under a 'contract' with the understanding of the pay structure as currently utilized. After so many years, it is not a choice to 'if you don't like it, look elsewhere'. I believe these changes (if made) should be made up front and agreed to by the employee as terms of employment. 2. NSPS will tend to reward those who make it a point to be 'friendly' with management and those who 'yell' the loudest about being personally denied. Those workers inbetween will be the ones to suffer from this plan. The current method is not perfect, but at least it tends to minimize 'preferential' treatment.
