Work Force Reshaping For reduction in force purposes, be consistent with United States Code U.S.C. 38 Section 101. Include in NSPS reduction in force definitions, the definition-- "The term 'veteran' means a person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable". This preserves consideration of veteran's preference in the RIF process, eliminates "political" definitions based on expedient arbitrary factors, and is consistent with the United States Code.
