Regarding Section 9901.607 (Subpart F - Workforce Shaping): Under OPM rules, should an employee, with greater then 25 yrs Federal service become involuntary separated due to workforce reorganization, that employee may be retired with an immediate annunity. There are certain conditions that must be met for immediate retirement: OPM must determine there has been a major reorganization; there are no job opportunities within the communting area of the affected employee. My comments are: Will the 25 yr immediate retirement option be altered in any way by NSPS? If not, this should be stated in the regulations. Will OPM's "decision" on whether the agency is facing a major reorganization be altered? (As it stands now, OPM determines major reorginization - will this change?) Under a RIF situation, as it stands now, a job offer must be made in the "commuting area" of the affected employee. Will the "communting area" be altered by NSPS?
