I see this new program as Assisting the Supervisors to get rid of poor performers and if they had done their job previously, this program would not have been needed. Who is to say that the Supervisors are giong to do their jop now in getting rid of poor performers if they didn't do it before. Having been a supervisor for 17 years, it takes time to do the job correctly and to train and improve employee performance. Most supervisors today have another job which requires most of their time and have little time to supervisor poor performers. If this program is designed to get rid of poor performers and reward good performers, nothing has been built into its design to prevent favoritism and the Good Old Boy rewarding system. It is a program designed to get rid of poor performers and but hurts those top performers as well. American has again made changes across the board in an attempt of affecting the bad and has taken the good along with them. Why do we take away privleges away from those that are good just because some people are bad. What this system is designed to do is allow the GOOD OLD BOYS to get higher pay and those other top performers who are not GOOD OLD BOYS from getting increases. I see nothing in this regulation which prevent this. So nothing has changed except you have affected outstanding employees by not allowing them to get their step increases and annual pay increases. After working for the Army for both NAF (for which my time does not count towards the APF time) and APF for the past 30 years and having received outstanding ratings, QSIs, Step Increases, and Annual Awards under the old GS system, I see this new system as hurting me and a slap in the face for all my previous hard work. I see this as being screwed by the Government. If the President thinks this program is going to improve performance, it will surprise me. I see this program as employees feeling why should they improve since they won't get any more pay. I work and perform because that is my values but I have to tell you this new program has just made me reevalute my work ethic. The older employees closer to retirment were not even grandfathered under this new program. I really feel that I have been kick and flapped in the face for all my previous outstanding performence and wonder why I should continue with the Government. My loyality to the Federal Government has been stepped on and thrown to the wolfs. I certainly do not feel that I could recommend any one working for the Government as badly as they treat their employees. I am aware that no changes will be made to this new system but at least Thanks for allowing me to express my opinion.
