I am totally against the NSPS legislation. This type of personnel management would never work in districts where the "Good Old Boy" network is alive and well. If you are not in the network, you will never receive raises, awards, bonuses, etc. It's that simple. Government employees are already supposed to be "producing more with less"; what's going to be next? Do the employees really matter to our government officials?
