I have a question and a comment. Specific sections were not identified in the document, so I referenced page numbers. 1. Federal Register / Vol. 70, No. 29 / Monday, February 14, 2005 / Proposed Rules - (Reference Page 10). I believe that employees should be rewarded for their work contribution, but there should be adequate venues for employees to be able to question unfair business practices with fear of retribution. What is being done to ensure that panels are filled by unbiased peers and what is being done to safeguard the program from becoming a good old boy system where friends get the raises? 2. Federal Register / Vol. 70, No. 29 / Monday, February 14, 2005 / Proposed Rules - (Reference Page 32). Also, I believe that cost of living increases should never be included in this program. By doing so violates the original intent of those funds. Cost of living allowance (COLA) is defined as allowance paid by your employer for living expenses. It is not and has never been intended as incentive pay, and by using these funds for pay increases, will eventually cost the government more money, as they will have to relearn the necessity of COLA.
