Comments:
Basically, what this proposal does is it will not compensate all employees fairly. Employees will not feel sucessful at meeting their work goals, they will lack employee performance. It forces some people to retire soon. There should be some sort of waiver for people who will be getting awards and step increases due around this implementation.
