Dear MR./MS. (Sir/Madam), I am very concerned about the fact that the pay bands are to be issued with the "Final Implementing Regulation," id. est., there will be no comments allowed on the most important part of what people work hard for, id.est., compensation. I am supportive of your regulatory guidelines on pay for performance, ease of hiring and firing, and general flexibility; however, for people like me in the CP 14 Acquisition field covered by the Acquisition laws, I do not know if you will cover us as in the "Competitive Demonstration Laboratory Programs" where my job would be a 12, 13, 14 pay band. As it stands now the only incentive for me, a GS 13, Step 10 is to work hard to get my pay adjustment. Theoretically, a poor employee could fall to a GS Step 9. Please use the laboratory pay bands for administrative employees and do not use specific guidance from the "Defense Acquisition Improvement Act," which paybands 11/12/13 and then GS 14s and 15s. I have a Certified Professional Contracts Manager (Vienna, Virginia) and of course I am Level III Certified with a Ph. D. emphasizing Leadership/Admin. with all the current theory. To not allow a wide band is to violate the concepts of books by Dr. D.Edwards Demning (Out of the Crisis and The New Economics) and also the concepts of the Malcomn Baldridge criteria and the President's Award for excellence in Government. I respectfully submit professionally to you that the Engineer Research Laboratory (ERDC) Demonstration Program is, in fact, the most flawless and motivating pay scale for engineering and administrative personnel (positive and negative). I applaude your recognition of the need to change the antiquatied personnel system, but this is a critical part of making it work. Please do not ignore it. Dr.Hatcher, C.P.C.M./HQ.USACE OSADBU (D.C.)
