I believe the proposed NSPS will undermine the civil service and hurt the mission of the department of defense employees. In subpart C sec. 9901.301 to 9901.373 The employees should continue to receive the same anual pay. The individual pay increase for preformance should include a guaranteed percentages in this regulation so that employees will understand the pay system and what their pay increase will be depending on their preformance.Also the cost of living goes up every year and this should not be taken away. Again in subpart D Preformance Management 9901.401to 9901.409 In order to insure fairness and accuracy D.O.D employees should be able to appeal any preformance rating to and independent grievance and arbitration process like they do now. And on adverse actions 9901.701to 9901810 due process and fairness demand that the independent body reviewing a major suspension as termination be allowed to alter the proposed penalty if they deem it to be unreasonable. The current standards approved by the courts to guide such bodies should be allowed.Also subpart I 9901.901 to 9901 .929 labor management Relations law that has governed the employees right to organize and engage in collective bargining has worked well since 1978. There is no reason to take away most of the collective bargaining rights or grievance rights.The D.O.D should not create a company dominated dispute board.Any dispute board must be jointly selected by management and the union.There are many reasons that this NSPS is domed to fail. Taking the veterans rights away is and should be a crime. We are men and woman who put there lives on the line and when we return home we are treated like this.A gain I hope that everyone involved in this process can read between the lines and know that this system is doomed to fail from the start.My hope is that after carefull reveiw of these responces that the individuals who are developing this system will look at the human factor and make the needed changes to develop a system that would work with fairness the central point.Supervisors here at barstow usmc do not have the ability to be fair and as proven in 1999 after a review from eeoc faveratism and nepatism have prevailed here and still hapens here today.My feeling that the new NSPS will only creat more distraction and concerns that may hurt the mission. When employees are more concerned about pay increases, not being able to negotiate on working conditions and quality of life at work, this will create an uncomfortable feeling of being neglected and forgotten. Dont forget that we are the support for the frontlines and because most of us are veterans we care even more on how the equipment is maintained. Alot of us have been on the front lines and we know that our lives may depend on the state of equipment that is sent to us from the maintance center.Please reconcider what you are doing with this NSPS and put the individual first.These men and woman deserve the best so please remember who we are.We are the backbone of our nation and we do care about our country and how it is shaped.
