Pay Bands-- I believe that the current GS system should NOT be changed. It gives security and fareness to employees. Pay banding looks to me like the "Good Ol' Boy" system. So if you know the right people and go golfing with the right people, they'll look upon you better, reqardless if you perform your job well or not. I do not question my own performance or my abilities, but I know that there are many others that know more people than me.
