I am a proud DOD employee and am very supportive of almost every tenet of the proposed NSPS. I believe it is consistent with all other recent initiatives dealing with reforming and upgrading Federal service to make us more competitive with the private sector, while providing better public service. It will allow many of us to contribute more directly to the national defense, which is why we chose, and have stayed with, the DOD rather than some other government agency or department. Making certain personnel actions performance-based, e.g., promotions or raises, has elicited some concerns, but unless you've been "phoning it in", such concerns are unfounded. This change should be welcomed by most dedicated employees, and could serve to improve the public image of the U.S. civil servant.
