I cannot understand how this system will not have subjective employee management. If a supervisor has a problem getting along with an employee, it will give him/her free reign to punish the employee that may not agree with every method or policy the supervisor exercises. I am a 28-year employee that frequently expresses concerns or expertise over such methods or policies. I have not pleased my supervisor on several occasions, yet I receive outstanding comments on my performance appraisal. I have been fortunate to have a supervisor that is flexible and open-minded. I feel that my opinion may deteriorate as seniority is washed away with this system. Please give thought to punishing only the ones that create the problems. Their performance/reprimand/dismissals could be fully documented and carried out under the current system. I am also concerned that cost of living raises will only benefit the SES-levels and not the subordinates who put them in those positions. Thank You.
