I am concerned about how this will affect the ability of employees to move between DOD positions and positions in other Federal Agencies. There will need to be some interface with the GS system to allow an employee under this banded system to be able to know for what GS level in other Federal Agencies they might qualify and for applicants to tell where in pay banding they might fall. I see this as a recruitment/retention problem. I am also concerned about how this will be phased in for current DOD employees. If the 1st wave of application of this system will remove some employees from automatic step increases but leave others who will continue to receive that benefit, then there is disparate treatment of those employees who are under the new system.
