To name the new system as a policy largely relating to National Security (NSPS) appears to be misrepresentation of its content, or is it? Pay banding and other new guidance are not national security issues. The work force knows this. It would be a better trusted document if it introduced a new personnel system based on its stand alone merits which included only section reference to national security issues. To name it a national security related ducument places undue authority within the power of the guidance. It is a well understood concept that generally routine business processes occur and then there are processes that may appear as arbitrary or unfair but that must be done for the sake of "national security". The NSPS by its given name relates undue power and the power to make unsubstatiated decisions in the interest of national security. The new system should be written and introduced without grabbing the apron strings of national security.
