The pay system performance based so you say. Most of use have been working for the government a long time without promotions, but we are good enough to train new employees and they get the promotions. Without the cost of living raises most of us never get promoted and it's not because we do not try. We are just trying to make it now just think what a can of worms this will open up if you are well liked. Then you have co-worker that will do anything to keep you out of the loop tell things like you are hard to get alone with. And that person before you know it is moved and the person that said this get a big promotion. Where does that leave the rest of use in these changes? From one pay day to the you will not know if you will be able to pay for necessities of life.
