The NSPS concept of equal pay for equal work is a smart and straight forward concept. And it is certainly past time such a pay system be put in place. However, as with all ideal scenareos it is only as good as the personnel setting the plan in motion. And as usual this type of pay system easily caters to the "good ole boy" system and neptism which are extremely strong in the Corps of Engineers. With the elimination of employee appeal rights and the Merit System bog down, it leaves the employee to either become a good ole boy or find another job. No amount of the promised training or supervisor montoring is going to stop the rewarding of the good ole boys and the punishing of others. the NSPS should be implemented but a better appeal system needs to be put in place to put an end of the good ole boy reward system, promoting blind loyalty and incompetance over professionalism and excellent work ethics.
