I have a real concern that if we do away with or minimize the yearly increase/cost-of-living it would impact the employee who faces enormous yearly increases in their healthcare insurance costs. For those you don't get awards, while maintaining an outstanding employee record, rely on the yearly increase/cost-of-living to help supplement the outrageous increase in the healthcare insurances. While some don't pay much in healthcare premiums, depending on what state you live in, the healthcare premiums for Federal Employees in Texas are egregious. For example, the increase from 2004 to 2005 for a certain healthcare plan was $32.00 a paycheck. That adds up considering we get lousy services for the outrageous price. Unless OPM through FEHB can get a better handle on healthcare costs, the yearly increase/cost-of-living is the only guaranteed help the employee receives to supplement the increased yearly costs for healthcare insurance.
