I am writing to make comments on the proposed changes to the federal government's personnel system. First, the proposed changes would excessively minimize employee protections and create a patronage system by giving the management excessive arbitrary decisionmaking authority. Second, the proposals would minimize employee effectiveness, efficiency and motivation by creating a situation where the motivation would be to please management rather than perform the critical duties of the government. Third, by reducing the benefits of seniority there would be less likelihood of retaining skilled long-term employees. This would lead to a work force with less experience, knowledge and capability. Fourth, the ability of the government to attract the best and the brightest would be reduced because government service would have less security, be more arbitrary and have reduced pay. Given the above comments I strongly suggest not changing the rules. At the minimum, I strongly suggest a five to seven pilot with a small federal agency and the analysis of comments on the pilot prior to generalizing the changes.
