Ineffective running of a business. Why would DOD want to bother with running the HR of their portion of the civil service workforce? Doing so is going to be redundant at best. There is already a system in place that works fine. It is foolish to have a business that does national defense concentrate on HR issues; unless there is an underlying, unstated agenda. Citing security as a reason to revamp (control) HR is an atrocious farce. I have seen where citing security as a reason to get something done accomplishes it; even when security has nothing to do with the issue. Just like here. This is a waste of time, effort and money. This is unnecessary. This is frightening to federal workers. The extended grasp of DOD should be frightening to all. The OPM mission (OPM website): "It is OPM’s job to build a high quality and diverse Federal workforce, based on merit system principles that America needs to guarantee freedom, promote prosperity and ensure the security of this great Nation." Has OPM failed in its mission that DOD needs to take over control of its portion of the civil service workforce? No. From OPM Strategic Plan; a comment of President Bush, Oct 15, 2001, Washington, DC: "...Some of us will serve in government for a season; others will spend an entire career here. But all of us should dedicate ourselves to great goals: We are not here to mark time, but to make progress, to achieve results, and to leave a record of excellence." Mr Presidient, I am here to spend a career to make progress and achieve results. I cannot do this being fearful of a human resource system (NSPS). Please do not enact this. The OPM Goals (OPM website): OPM works with the President, Congress, departments and agencies, and other stakeholders to implement human capital policies that assist Federal agencies in meeting their strategic goals. This is accomplished by recruiting citizens to Federal service, by serving as the main portal for employment information and connecting job applicants with Federal agencies and departments. OPM connects people and their skills and talents to Federal agencies that need specific human resources and provides these agencies with policies and guidance that enable them to capitalize on these skills and talents. OPM strives to inspire Federal agencies to look to us for guidance, direction and leadership when it comes to managing human capital. We do this by providing the best possible tools, resources and expertise available. OPM has done a good job. Why reinvent something that is working?
