This is just another system that will not work to the intent of the government. I have seen several systems like this tried over my many years in the government and none of them worked. In fact, every one fostered more ways for the supervisors to pad there own wallets and get more power to use over those employees they did not particularily like. Any system in the government that gives the supervisors more and more power to give or reject pay raises, co-opt step increases, and the like, will not work. I see what they are trying to do, but it will not work with the present way people are promoted in Civil Service. My boss for example (as well as many others promoted over the years), was not qualified for the job he has. He was only promoted due to being friend of the hiring supervisor. He could not qualify, so they just reduced the qualifications till they could hire him. Now, he runs roughshod over everyone below him to prove that he is the boss. This is the kind of person that will be determining if I get a raise or not. No thanks, I will retire before dealing with that. Why does the air force always hire the least qualified to be supervisors? I have wondered that for 30 years.
