There are a few items I would like to comment on but I just want to say that I have been an Government Employee for almost 28 yrs and a disabled Veteran. I would like to make it 30, but I feel that my chances are real bad. To begin, being subject to the proposed rating system of not being a high position GS, the rating system would be unfair to me because I'm stuck in a go nowhere position and close to being maxed out in steps etc. My position is fairly slow on work when I can get it and my supervisor does not know how to effectively rate me. Also my physical well being is not good and it tends to bias him toward me. Therefore my ratings took a beating. I don't want to be penalized for these by the new system and feel like I don't have a chance. He thinks I should retire but I really can't afford it yet. I think I'm a good faithful employee and try to serve my staff the best I can. The changes you are about to enact will hurt me for merit and promotions. I cannot start over again. Next , the idea of having to be subject to being sent to war or out of the country is rediculous. I have served my military time and am too old and physically challenged to safely travel let alone serve in combat zones. I am going to retire in few years and would like to enjoy some of the time. This system will only damage an already ailing moral and retention problem. Now I see a great deal more than I did before. Fellow Disabled Vets voice your opinions!
