I am in favor of the conversion to NSPS. I feel that employees need to be held accountable, and this seems like a better way of accomplishing that task. Any organization that wants to succeed must embrace change. Employees that have grown accustomed to their within grade step increases have no motivation to increase their performance....they know a raise is on its way whether they do their work or not. I think this system will prod those individuals who are stuck in their comfort zones. On the other hand, I feel like this system has the potential to be blemished with favoritism. Necessary steps should be taken to hold accountable those with the authority to determine what rating an employee receives.
