I have three main concerns with the implementation of NSPS, 1) Veteran's Rights 2) compensation and 3) union protection: 1. Veteran's rights are not protected under NSPS as they are under the current system. Non-vets will be treated the same as vets during a RIF. When I served my country on active duty, I lost many of my individual freedoms for six years to ensure the civilian population maintained theirs. Protecting me as a vet during a RIF is compensation to me for this self-sacrifice. 2. SES employees are not receiving appropriate compensation on a yearly basis so why does anyone think it will work in DoD. Compensation will not be guaranteed after a few years under the NSPS. This system is a good-old-boy network in disguise. Only the inner-circle will receive annual salary increases or bonus awards. 3. Unions are an integral part of the current system protecting employees' rights. Under NSPS, Union powers will be severely restricted with employees being the ultimate losers. Just as unions have been chipped away at in the private sector, NSPS is the beginning of the dismantling of unions within the government. Overall, NSPS is a poor idea for our country. It is already bad enough that DoD civilian employees face the horrors of RIFs each year but now this system will totally demoralize the workforce. I suggest you stop moving forward with this system until we pass the deadline for implementation so this absurd idea just goes away.
