Subpart F Workforce Shaping: I disagree with this regulation were as you have a competitive groups and when a reduction in force occur you have to compete against others just to stay on the retention register. This is the buddy-buddy system that will exist over and over again just to keep their buddies in a job and on the retention register. It should stand as is, were reduction in force you go by length of service and veterans preference. This regulation make it so easily for supervisor and managers to do just what they want to do with employees (it already exist but employees do have other ways to take action). Employees know what is going to happen especially if they have supervisors or managers that don't like them or have them on a hit list because they voiced their opportunity on issues. You are making it easily for the supervisors and managers to do exactly what they want to, to any employees they want to without justifying for anything.
