Thomas A. Laing U.S. Army Corps of Engineers Detroit Area Office Detroit, Mi. Sirs, I would like to address the hiring practices in this new system. I will most likely be directly adversely affected in an upcomming Reduction In Forces action. These actions usually involve reassignment to another location out of state and the resulting drastic upheaval of one's family. My question to your administrators is: If I am asked to leave my current location or my agency, can anything be implemented in your new system to make it easier for me to remain living in my area by finding another federal agency to work for? I do not wish to discontinue employment with the government. Would there be a way for your system to provide a list of potential agencies that would consider what would in effect be an "in-house lateral transfer" between federal offices? How many new Homeland Security Agency positions, for example, are being created? Your agency is the common bridge between us. Thank you for this oportunity to comment. Sincerely, Tom Laing
