After a brief review of the proposed changes, I am more than upset. Yes, the current civil service systems has some flaws and poor performers need to go but to completely overhaul our system and give more power to management is just crazy. If all things were fair and equal across the board, the proposed system would be OK. For employees to have no recourse is just your way of back-breaking the already stuggling civil servants who willingly assist our military members in every way possible while they fight Bush's war and help protect our citizens. Every crumb we have worked for is slowly being taken away by this administration. The fairer system of "merit" will be gone and things look to get worse. Why not answer some of our concerns rather than blatantly deciding to overturn the whole system and not answer to anyone. My congressional representatives have already heard from me and its just a shame what you plan to do. It is more than impossible to encourage anyone to come into a system such as what is proposed. You are a bunch of cowards afraid to face the music of what is really going on!
