I have been a federal employee for almost 20 years. I feel it is time that Federal Government changes our personnel system. NSPS has some positive factors to it that will benefit the workforce and management. Every change is scary for some people. But it is time to change. The key is to push the benefits of NSPS to the workforce. Knowledge is the Key to cast out fear. I feel NSPS gives employees and management freedom, options, and many benefits that they do not currently have. The employee has the freedom to perform their job well and have the expectancy that their performance will lead to equitable rewards and recognition that they value. The present pass - fail system is ridiculous. You can work 60% of the time and still pass. The other 40% does not matter. NSPS gives managers the freedom to reward their high performers appropriately and leverage to encourage their poor performers to change. I feel it is time- to change! Our federal workforce needs options. This provides us better options to advance our careers and be rewarded appropriately for our high performance.
