Iam a career civilian employee of the Department of defense and I have serious problems with thwe National Security Personnel System.The proposed rules contain potential for a serious conflict of interest : Nothing in the regulations prohibit supervisors and other managers from being placed in the same pay pools as non-management employees.No limits exist on the amount of pay increases ,bonuses , and other awards that management can award themselves or others(favaored by managers) leaving nothing for the remaining employees in the pay pools. The possibility exists that my pay could be frozen even if my performance is rated as satisfactory. No changes to the current pay system used by the Department of Defense agencies should be made until complete and detailed proposals are made,followed by a full collective bargaining process with unions representing DOD employees.
