I don't understand how these changes in the personnel system will affect hiring of qualified personnel when at this time many many auditing/accounting positions are advertised and yet the various hiring organizations won't/can't even pay the moving expenses. Why is it that the money is available to change the personnel system yet the Fed can't pay for moving expenses of qualified personnel with over 15-20 years of experience into career fields such as auditing that would save the Government money in the long run? All in all this whole situation should likes penny wise and pound foolish. Thank you.
